They think modify in this way is meaningless. The environmental law implemented in1989 which has been many years. The legislation idea is out and the effect is poor. This article with the overall view of the environmental protection puts forward some new ideas to modify the law . First we should establish the environmental protection law as the basic law for the environment, and then reposition the environmental under the guidance of sustainable development and the theory of whole view. In the last, we built better environmental protection system through distributing environmental protection obligations.
