。“负责任的人类中心主义”不仅是对自然负责，同时也是对人类自身负责。人类作为主体对自然的权利、义务和责任辩证统一、不可分离。 Jurisprudential Analysis on the “polluter pays principle” Abstract: The United Nations Declaration on the Human Environment and the Rio Declaration put forward the “polluter pays principle” clearly. Generally speaking, External economic theory or the theory of internalization of environmental costs is regarded as the theoretical basis of the basic principles of environmental law-the “polluter pays principle”. This paper analyses “right”, “obligation”, “responsibility”, which are the basic concepts of law, to clarify the theoretical basis of the polluter pays principle on law.
