This paper analyzes the necessity of the government's environmental responsibility and point out the current legal systems’ defects, and proposing reasonable ways of improving our relevant legislations. In order to establish the government environmental responsibility, we should learn from the Japan's environmental law and creative rules of our local government, while completely public environment information to strengthen supervision information, and try to seek new administrative relief way by the environmental integration of power and responsibility for guiding principle.
