学硕士论文，2005年4月。 Abstract: With the expansion of production activities, manufacturing process and the product may adversely affect the environment. The environment has attracted increasing attention. In the international environmental issues, Externalities are more and more obvious. Cross-border pollution, species extinction, environmental refugees, and the use of shared resources conflict issues that must be cooperation between countries to be addressed. This article intends to analyze Externalities in the international environment, and stressed that countries should focus on cooperation to solve the problem.
